For more than four decades, Mark Ghilarducci has been a transformational leader at the forefront of crisis management, security operations, and fire protection and prevention in the State of California and around the world. Starting his career performing technical mountain rescues in California's wildlands to working tactical EMS/Fire operations at the local level, Mark established himself as an innovative, nimble leader at every level of government and the private sector. Warren Stanley
Vice President, Public Safety and Security
With over 38 years of distinguished service, Warren Stanley served as a nationally renowned leader in law enforcement and public safety. In February 2018, Warren was appointed by Governor Edmund G. Brown, Jr. as the 15th Commissioner of the California Highway Patrol (CHP) and in January 2019, he was reappointed by Governor Gavin Newsom. Mark N. Pazin
Executive Specialist – Security and Justice
A veteran of California law enforcement and emergency management, Mark Pazin has built a distinguished public safety career spanning over 30 years. He began as an EMT and Reserve Deputy while attending college and was later sworn in as a full-time Deputy Sheriff in Merced County, where he rose through the ranks to serve as Sheriff. Mark also served as President of the California State Sheriffs’ Association, working closely with state and federal leaders on public safety and emergency policy.In 2014, he was appointed Chief of the Law Enforcement and Homeland Security Branch at the California Governor’s Office of Emergency Services (Cal OES), where he oversaw statewide law enforcement coordination during disasters, mass casualty events, and homeland security operations. He has served on numerous advisory councils and committees, including appointments by the Governor’s Office and Attorney General. Jennifer Bollinger is an experienced executive and attorney with a broad and diverse background in legal affairs, emergency management, homeland security, and administration. Most recently, Jennifer successfully served as Chief Legal Counsel at the California Governor’s Office of Emergency Services (Cal OES). Jennifer led a legal team in a dynamic environment, dealing daily with complex, fast-moving emergency management and security situations, administrative and human resource actions, legislative affairs, contracts, and regulatory matters associated with local, state, and federal governments. As an integral component of the agency’s executive team, Jennifer’s work was instrumental in navigating the agency through numerous all-hazard emergencies and catastrophic disasters, ensuring that creative solutions, appropriate risk management, and clear and effective legal counsel was provided to support the Cal OES Director, agency executives, and the Governor’s Office. Most recently she served at the California Governor’s Office of Emergency Services (Cal OES) where she provided administrative support to the Cabinet level Cal OES Director, agency executives, and the Governor’s Office.
