Brooke Talley

Policy Analyst

Brooke Talley is a Policy Analyst at Emergent Global Solutions, where she conducts research and analysis to support the firm’s strategic, policy, and client-service initiatives. She brings a strong background in policy research, legal analysis, writing, and communications.

Previously, Brooke interned in the Legal Office of the California Governor’s Office of Emergency Services, where she researched legal and policy issues and drafted memoranda addressing compliance and policy solutions. She also served as an intern for U.S. Senator Alex Padilla, conducting research on federal programs and legislation to support constituent services and policy development. In addition, Brooke has experience providing litigation support, where analytical rigor and clear, persuasive writing are essential.

Brooke holds a Bachelor of Arts in Political Science from Columbia University. While at Columbia, she wrote for the Columbia Spectator, covering complex issues in collegiate athletics, and competed as a Division I NCAA athlete on the Women’s Crew Team.
